Solution Proposal for China Telecom Mobile Global E-Eye Program

  A.       Program Background
Since the official release of 3G license, China Telecom has now almost consummated the upgrading of its CDMA2000-EVDO network; commercial uses of the 3G network are now being launched in full effort with the arrival of the “Telecom Day”. At this juncture, China Telecom decided to initiate the construction of “Mobile Global E-Eye Program” to extend its Global E-Eye System from wired platform to incorporate wireless. The “Mobile Global E-Eye” will be a video-monitoring operating platform based on China Telecom’s EVDO network, through which end-users may login the global E-Eye platform through Internet access via their various types of terminals and remotely review their monitoring video. The solution has now been implemented in areas like Secured City, Secured Community, police patrol, education, and environment monitoring, etc., and performed satisfactorily, positively contributing to the security and the national informatization progress.
 
B.        Design Considerations
On designing of the solution, we have mainly considered the following aspects:
1.         Stability and Reliability
The first thing to consider for a video monitoring program is to ensure the whole network’s stability and reliability; China Telecom’s EVDO network

provided the reliability required for wireless network with its outstanding bandwidth and up/download rate.
2.         Flexibility and Extendibility of the Solution
In view of the construction cost of the program and the future maintenance need, we think flexibility and extendibility need to be incorporated in the
solution. First, to avoid repetitive investment, the resource of the wired network should be fully and flexibly utilized. Next, extendibility need to be
incorporated to avoid potential repetitive investment caused by future changes like network upgrade.
3.         Adaptability of the Product
Considering the wide distribution, many uncertainties and potential adversities faced by the monitoring devices, we choose to use industrial-grade products that are durable and reliable under various environmental conditions.
4.         Manageability of the Network Terminal
Wide distribution and the many uncertainties faced by the monitoring devices will sure bring great demand to the maintenance, therefore, the function of remote network management of the monitoring points must be considered.
 
C.       The Solution Topology

Based on the above design considerations, the InHand solution topology is like below: 
 

 2.         Explanation of the Topology
This solution topology consists of four parts:
Front-end Video Collecting Part: composed by Video Collector+Video Encoder+InHand Industrial-Grade 3G Router
Bearer Network: China Telecom 3G Network
Centre Platform: China Telecom Mobile Global E-Eye Monitoring Platform
Client-End: user may login the Mobile Global E-Eye Platform with smart mobile terminals or network terminals to view the corresponding monitoring screen. 
 D.       Introduction of Global E-Eye Platform and Front-End PU
The major software suppliers for Mobile Global E-Eye Platform include: ZTE, Mega Eyes, KEDACOM, ShenZhen Gao Xin, Alcatel Lucent, Nokia Siemens, etc.; while the major domestic front-end PU suppliers, like HIK Vision and Dahua, also support corresponding central platform protocols. The InHand 3G Industrial-Grade Wireless Router can work as transparent transmission terminal with any of the PU terminals to construct a complete network.

Network Security
Ø         Virtual Private Network (VPN), support standard IPSec based VPN services. Encryption methods include DES, 3DES, and AES; data validation methods include MD5 and SHA-1;
Ø         Firewall security functions including Stateful Packet Inspection (SPI) and Denial-of-Service (DoS) attack prevention, etc. SPI inspects the head content of all incoming packet to judge whether to allow the packet to pass through. The filter may be set to be based on MAC or IP address;
Ø         Legal MAC address, the Ethernet port on each unit of device owns a globally unique MAC address, thus avoiding MAC address conflict in LAN;
Ø         Central network management capability, may central manage, batch configure or upgrade a large number of equipment through the network management platform;
Designed for Industrial Application
Ø         Designed for industrial application - durable outer housing with strong mechanical strength and stiffness, standard industrial DIN-rail mounting that fits for industrial cabinets;
Ø         Flip-design SIM card slot, provides protection during card removal;
Ø         9~48VDC wide voltage range, industrial power connector with anti-reverse-connect and over-current protections;
Ø         Support industrial field bus protocols, MODBUS etc.
Ø         Highly reliable;
Ø         Operating temperature: -25~70℃; Storage temperature: -40~85℃;
Ø         Humidity: 5%~95%, non-condensing;
Ø         IP30 grade protection;
Ø         Passed China Electric Power Research Institute’s EMC tests and safety verifications.
